[ARCHIVED] Seeking Proposals for Reuse of 3 and 13 School Street

RFP for disposition of 3 and 13 School Street

The Town of Acton is seeking proposals from creative development teams for the disposition and adaptive reuse of two non-adjacent parcels located at 3 School Street and 13 School Street. 3 School Street was built in 1927 and is comprised of approximately 2,628 sq. ft. including the unfinished basement. The building is a former fire station and former civil defense building. 13 School Street is a municipal parking lot. The assessed values of 3 and 13 School Street at $473,600 and $337,100 respectively.  There will be a scheduled site walk on April 8, 2025 at 13 School Street, pre-registration is required. The most advantageous proposal from a responsive and responsible proposer, taking into consideration the proposed purchase price and all evaluation criteria, will be selected. The evaluation criteria specifies that highly advantageous proposals shall include some or all of the following:

  • A comprehensive, clear, and well-organized construction schedule and plan to begin to redevelop the property within 1 to 2 years, including specific dates and milestones with sufficient detail to assure the town that the schedule is realistic and attainable.
  • Demonstrate the ability to secure financing from funding resources proposed in the pro forma and Term sheets and letters of intent demonstrating commitment for proposed financing.
  • An individual, business or firm who clearly demonstrates that they have the superior experience with this type of redevelopment project and possess the business sense to enter into a lease or sales agreement with the town. Proposer has successfully completed five or more similar projects.
  • Estimated to produce more than $14,000 in annual property tax revenue.
  • Improves public access to the South Acton Commuter Rail Station and nearby businesses and institutions.
  • More than one public improvement or benefit, such as parks, special treatment of historical marker location, infrastructure and streetscape improvements, etc.
  • Offers ten or more parking spaces for public use.
  • Includes commercial or non-profit use + residential use.
  • Includes affordable housing that increases Acton’s Subsidized Housing Inventory (SHI).
